Delegates from the Constitutional Loya Jirga disembark a CH-47 Chinook helicopter which landed on the newly completed "Ring Road" on Dec. 16, 2003.  The delegates were arriving to participate in a ceremony marking the dedication of the first phase of the highway project, a five hundred kilometer section, linking Kabul with Khandahar.  (U.S. Army photo by Sgt. 1st Class Joe Belcher) (Released)
