NORFOLK, Va. (Sept. 5, 2008) Sonar Technician 2nd Class Jacob Stich touches up a fresh coat of paint on the sail of the Virginia class fast-attack submarine USS North Carolina (SSN 777). North Carolina is at Naval Station Norfolk for her upcoming change of command ceremony. Norfolk was chosen to afford guests from the state of North Carolina an opportunity to attend the ceremony.
